the Management Liaison Committee (MLC) Meeting
held at The
Ark, Cambourne on Monday 3 March 2003 at 7.30pm
Present:
Members: Roger Hume (Chairman), Mike Jocelyn,
Chris Lincoln, Ted Pateman, Mark Wilders
In
attendance: Gail Stoehr (Clerk) and eight members of the public.
1. Election of Chairman and Vice-Chairman
1.1 Chairman
On a proposition by Ted
Pateman, seconded by Mike Jocelyn and carried unanimously, Roger Hume was elected Chairman.
1.2 Vice
Chairman
On a proposition by Mark
Wilders, seconded by Ted Pateman and carried unanimously, Chris Lincoln was elected Vice-Chairman.

3. To receive comments
and observations from parishioners and members of the public
'Cambourne Enhanced' (4.2)
The concern expressed for
the application for 'Cambourne Enhanced' was unanimous and the consensus was
that the application should be strongly opposed. In particular
·
The
deviation from the original Masterplan
·
Lack
of infrastructure (recreation/community provision, schooling, transport,
environment and overall strategy)
·
Density
·
Breach
of trust.
Hodgkinsons Land (4.3)
Concern was expressed
regarding
·
Development
of land outside the original Masterplan/S106 and the resulting increase in the
number of housing
·
Both
the location adjacent to and access to the proposed trailer park.
Trailer park (4.6)
There was unanimous concern
that the land allocated for this application was insufficient to meet both
current and future needs and that with the proposed development of the adjacent
Hodgkinsons Land there would be no space for additional provision in the
future.
Residents were encouraged to
put their comments in writing to the District Council with a copy to the Clerk
of the MLC Planning Committee for the records.
4. To consider planning
applications received including
4.1 S/6180/02/F Granta Housing
Society, Site LC16 off Woodfield Lane - 34 dwellings principles of landscaping
amended
Approved by the MLC Planning Committee.
4.2 S/6182/03/O MCA Developments, Land at Cambourne -
outline application for 1,744 additional dwellings, primary schools, POS and
associated infrastructure
On a proposition by Ted
Pateman, seconded by Mike Jocelyn it was unanimously agreed that the
application be refused with the
following comments:
·
Planning
history. The current S106 and planning permission for Cambourne is for a finite
number of dwellings i.e. 3000 plus 10%.
This is clearly in excess of that number.
·
PPG3
(Para.66) details a need for a greener environment and is not supportive of an
area which is exclusively housing and new development must be planned as a
community with a mix of land uses, including adequate shops, employment and
services.
·
As
a new application this is not sustainable development and would rely too
heavily on the existing and proposed planning permission Cambourne.
·
Lack
of infrastructure for example:
£ Transport links - Does not
conform to PPG3 on transport links and location. (The traffic projections are
flawed and the MLC Planning Committee support the questions asked and the
statements made as detailed in the attached email and seek further
clarification where applicable).
£ Overburden on existing roads
and routes
£ Community amenities/benefit
- No additional community benefit is detailed.
£ Foul and surface water
drainage provision is lacking or detail or where provided inadequate - given
the increased number of housing and the taking up of green spaces this will
over burden the existing infrastructure and there is a lack of additional
provision
£ Lack of primary and
secondary schooling provision within the application site. This would
necessitate the bussing of children to and fro each day to schooling outside
the development site. It appears from the application title that additional
schooling is to form part of the application. However it appears that the
intention is to increase the provision at the existing primary schools within
Cambourne and secondary provision at Comberton (?) Clarification is requested
on this point.
·
No
alternative burial site is provided
·
Lack
of office and retail provision
·
Lack
of details on electricity, gas and other public services provision
·
Loss
of wildlife habitat and impact on existing wildlife
·
A
major expansion introduced at this stage of Cambourne's growth would be
disruptive to the carefully planned evolution of the community, its environment
and its facilities.
4.3 S/6184/03/F MCA Developments Ltd, 'Hodgkinsons Land'
Crowdene - 23 dwellings
On a proposition by Mark
Wilders, seconded by Ted Pateman the application was unanimously refused with the following comments:

Development
of land outside excluded from the current permission for Cambourne and S106
Agreement.
·
Increase
the already agreed number of dwellings for Cambourne
·
Lack
of additional community benefit.
·
No additional infrastructure
·
Dwellings
will have unnecessary disturbance from movements to and from the proposed
adjacent trailer park which is a safety issue
·
Dense
housing area on the perimeter of Cambourne and proximity to the A428
4.4 S/6186/03/RM, McAlpine Developments, Plot 10 Site LC13
- erection of house (revised design)
Approved.
4.5 S/6185/03/F Mr & Mrs Jones, 9 Alder Drive -
conservatory
Approved.
4.6 S/6187/03/F McAlpine Developments, Crowdene Nurseries
- use of land for a compound for the storage of unoccupied domestic touring
caravans, boats, trailers and horse boxes
On a proposition by Chris
Lincoln, seconded by Mike Jocelyn the application was unanimously refused with the following comments:

Incompatible
with adjacent proposed development of Hodkinsons Land. Trailers, horse boxes
etc entering and leaving through a residential development would be a health
and safety issue
·
Impact
of trailer park on adjacent housing in respect of both environmental and visual
pollution
·
Lack
of detail as to who or how the facility will be managed and security provided
and maintained
·
No
details for electricity or mains water supplies are provided (Para.5,2 of S106
Agreement)
·
Insufficient
proposal to meet both current and future needs The proposed development of the
adjacent Hodgkinsons Land limits space for additional provision/expansion in
the future.
·
Does
not meet the CaSSOA minimum guidelines
5. To
agree dates for future meetings
Given the existing booking
at the Ark, i.e. unavailable on the first Wednesday of the month and clashes
with aerobics on the first Tuesday it was agreed that the next planning
Committee be held prior to the full MLC meeting in the Ark on Tuesday 1 April
starting at 6.45pm.
It was also agreed that if
available, the Doctors Surgery be booked for the first Wednesday of the month
starting at 7.30pm except where the MLC meeting is already booked fore the
first Tuesday when the Planning Committee would meet half an hour before that
meeting.
There was no further
business and the meeting was declared closed at 9.30pm.
