Remember this meeting is not just about Cambourne.
The full council meeting in July appears to sanction an increase of another 700 homes on top of the 3300 already approved.
"The requirement for additional housing to meet the shortfall of 366 dwellings identified in the Housing Land Supply could require additional allocations. However, at Cambourne the original outline planning permission was for 3,300 dwellings but over time the application of PPG3 in appropriate locations is showing that increasing densities in response to the objective of meeting current Government guidance has already increased the capacity of the land effectively "allocated" in the outline planning permission and Masterplan. This trend will continue into many of the remaining areas of the Masterplan. Evidence to this effect was submitted by the District Council at the appeal heard in June 2004 into the planning application for an additional 1,559 dwellings (known as "Cambourne Enhanced"). The Council's evidence was that if current trends were carried forward with the application of an indicative average density of 30 dph, then around an additional 700 dwellings would be generated on the residual land areas in Great and Upper Cambourne. This would be more than adequate to accommodate the additional requirement of 366 dwellings. This is considered to be the most sustainable approach as it requires the least additional green field land-take and directs development into a Rural Centre which will have a good range of services. The Council's evidence at the Cambourne Enhanced appeal also considered that at this scale, and through sensitive design and the siting of higher densities within the core areas, the village could absorb this additional development without undermining the core principles of the approved Masterplan and continue to be developed in accordance with PPG3. However, it points to the need to review the Masterplan and Design Guide to establish more precisely how the remaining areas should be developed and the numbers which should be accomodated. It will also need to be established what additional services and facilities would be needed to support the increased population level. A more detailed technical paper will need to be prepared to sit alongside this Rural Centres paper to assist the public in participating in this debate in the Autumn".
They have always claimed support for restricting the size of Cambourne as expansion did not meet the criteria for applying PPG3 so what has changed ?
