Retirement Homes Proposal

Committee voted to accept the Planning Officers 'delegated approval'.
Daphne Spink one of our District Councillors and leader of SCDC did not support the Parish Council in their request for refusal or for a deferment, she thought that the residential home was well placed for the residents being near to shops surgery etc and that the residents would find it exciting to be near the Hub so they could participate in its activities.
She failed to grasp the point that the sound break out and late night car door slamming, security etc could disturb residents and that the Car Parking was totally inadequate as planned for the home and the implications on the HUB car Park move with the possible useage of the Church Car Park and roads as visitors would opt for that area as it was near and not so far to walk.

One of our other District Councillors Dave Morgan spoke in support of the Parish Submission.

The Parish Council recommended refusal on the grounds of insufficient parking. This corner site already has problems with parking in that the bus is often unable to negotiate this corner (Jeavons Lane/High Street).

It will also become a major access point to Upper Cambourne (where the Ark access road is currently). We will also have the church building opposite and the community centre adjacent.

Planners have only required 75% parking, 32 units, 24 parking spaces - no visitor parking. In view of the proposal being probably for over 55's it is highly likely in a rural area that residents will have cars.

The planners are using the same formulae that is applied to these homes in towns and cities. The current Bovis homes retirement home is for over 65's and is only half occupied at present, the car park is already often quite full.

Planners are suggesting that visitors will use nearby car parks, we all know that this will not happen due to the distance, and do we want to provide parking for a commercial residential development in our High Street allocation ?
